News Release Posted by: Deputy Chief Prosecutor Ge Guanghui “Symposium for Renewal, New Recruitment and Praise of the Executive Agencies of Deferred Prosecution Compulsory Labor” held by Kaohsiung District Prosecutors Office At 9:30 am on March 6, 2019, the Taiwan Kaohsiung District Prosecutors Office held a "Symposium for Renewal, New Recruitment and Praise of the Executive Agencies of Deferred Prosecution Compulsory Labor" using the 5th floor meeting room of the Kaohsiung District Court. This symposium invited a total of 31 units of agencies (institutions) that assisted in the implementation of compulsory labor. On the day of the event, the Office’s Chief Prosecutor Chou Changchin personally presented the merit award and the employment certificate. The accredited agencies (institutions) were a total of 20 units including Kaohsiung Prison. The new recruitment assisted agency, the Taiwan Good Joy Family Care Association, has also been introduced to serve as a promoter of the Deferred Prosecution Compulsory Labor system. During the symposium, the excellent performance agencies "Kaohsiung Municipal Minghua Junior High School" and "Shan Ting Elementary School" were also selected for experience sharing, reflecting the achievements of the defendant in promoting the public interest. Finally, Director Probation Yu Chinghua held a discussion with the agency's supervisor, and hoped to promote the Compulsory Labor system through the opinions of various agencies. Chief Prosecutor Chou Changchin pointed out that the Office's 2018 annual deferred prosecution compulsory labor had 331 person-times, with a total time of 11,174 hours, providing a considerable number of labor services for public welfare groups. The implementation of this system has achieved a criminal policy of being relaxed and severely concerned, and creating a win-win situation for the government, society and the people. In addition to reducing the financial burden and allowing penalties to play a threatening and educational role, defendants can avoid family problems or create crimes in prisons. With unpaid services, the concept of restorative justice can be fully implemented, thereby enhancing opportunities for community acceptance and repairing social relationships.
